Powerful army, abundant natural resources, self-sufficient agriculture and industries do not make a state developed, but it is the education system of a state which takes it to the heights of glory. Europe attained the highest position in the world because of her excellency in education, however, the states with poor education systems went under European colonial rule. Despite a huge expenditure, the education system of Pakistan has failed to yield results, as our children could not compete at international level with their counterparts. Lack of resources, energetic teachers and political will has been a major hurdle in the way of making our education system update and result oriented. Moreover, different education systems and variations in curriculums  are generating different mindsets.

Current education system of Pakistan is based on the basic structure introduced in India by Lord Macaulay. The aim of that education system was to educate the people of India on how to treat the superior English people. This system created a sense of xenocentrism among the citizens of India. It is pertinent to mention here that after independence, English is the superior, elite and office language of Pakistan, India and Bangladesh. Moreover, expertise in English language is believed to be a pride for the people of the said countries. A person aspiring for the part of the elite civil service, armed force or judiciary, could not achieve his goal until he is expert in the English language.

It has been observed that a student studies a specific subject, so that he could aspire to his dream in a specific field i.e. Medical, Engineering, Judiciary, Execute, Armed Force, etc. Unfortunately, a majority of students are not enrolled in their favourite fields. However, most of the students change their goals and continue their study in Bachelor and some in Master degree programs. Again, the history repeats itself and again a majority of the students failed to get their dreams fulfilled. At cross-roads, a few of them continue their study, but most of the students get disappointed and hopeless, to whom teaching is the last resort in Pakistan. Majority of the teachers of the schools consists of these hopeless candidates. Therefore, it is impossible that a hopeless teacher could generate ideas, hope and character building in the students.

As we lack competitive and hopeful teaching staff, furthermore, there is no proper and planned training system. A few teachers training institutes are established, but just a formality. A small number of teachers training institutes could not provide pre-requisite training to the teachers. Moreover, these training institutes use old methods which are not compatible with international standards. The developed nations have been changing their teaching methods gradually, to get best outputs. Lack of proper teacher’s training has far reaching effects on their students. Thus, our children could not perform better in the field and compete with their counterparts at global level.

In parallel to schools, there are thousands of Madressahs established across the country. These numbers are increasing day by day. There are multiple reasons behind the increased enrolment in the religious institutes, free mess and accommodation is above all, which is arranged through donations. On the other hand, public schools are also providing free education and books, but at middle level only. The presence of religious educational institutes are helpful for the government, because they arrange education for a large portion of the society and decrease public expenditure. But, the children educated through these institutes could not compete with their counterparts. Government has tried a number of times to introduce a single curriculum, but failed. Moreover, this division of the education system is generating two opposite generations at the expense of national integrity.

Public schools have their specific curriculum, whereas private schools have their own curriculum. Public schools curriculum is set by their concerned provincial boards according to the mental level of the citizens and national interest. On the other hand private and Cambridge like school systems have their different curriculums according to the international level, and their students' mental level, which is somehow higher than ordinary backgrounds students due to their tuition for highly paid academies. Poor citizens could not afford these elite schools. It has been observed that alumni of the private and mostly from elite schools cover most of the prestigious and superior civil services of the Pakistan i.e. CSS and PMS.

Apart from variation in curriculum and education systems, medium is not the least of problems in schools. Sindhi in Sindh, Balochi in Balochistan and Pashto in KPK is the medium of teaching in educational institutes. Moreover, all the syllabus is in their provincial language, except Punjab. It is pertinent to mention here that English language as a colonial legacy has been prioritised over Urdu - The national language. Majority of the students leave studies because of this foreign language, which they have to study in college as well as in university. Only the rich and elite class cross the English language barrier.

Private school system is one of the most profitable businesses in the country. It is pertinent to mention here that these schools share the burden of the government and provide educational facilities to a large number of citizens, but mostly at the expense of proper teaching staff, environment, facilities, regulations, infrastructure, etc. Moreover, the educational future of these students is vulnerable under the hands of under-graduate and un-trained teachers. No doubt, there are some well-developed and organised schools, but not for the poor. These schools create a difference in the society, because the alumni of these elite schools are the real controller of the state resources, executive, legislature and judiciary.

In flood-hit areas, almost all of the public schools were damaged, except those which were built during the British colonial rule in India. It means that no proper planning, calculation and location was heeded while constructing a school infrastructure. Most of the public schools do not have drinking water and toilet facilities, if some have, are in unhygienic condition. In rural areas, most of the schools have no proper outer walls and rooms, and students have to sit in the open sky under the shadow of trees.

Pakistan spent about One Trillion in the education sector in the current fiscal year, which is the highest after the defence sector and debt services. Annually, Pakistan is spending approximately Rs.42,000/- per public school going children, but it is not enough. Due to geostrategic location, Pakistan has to spend a larger chunk of the budget in the defence sector. We have very tense and uncertain relations with our neighbouring states, especially India, who had never accepted the independence of Pakistan since the first day. An increase in the education budget is a precondition for the peace and prosperity of Pakistan, which has never been given much importance.

Females are half of the population in the country, but there is a clear gender gap in enrolment and teaching staff in the education system of Pakistan. Social factors are the main reason behind it, because most of the rural areas and some of the urban areas people do not see women education as a good sign. Moreover, the gender gap in teaching staff could also be a reason behind the small number of female enrolment in the schools. That’s why our educational system is incomplete without the equal representation of both the genders.

Smooth transfer of power through political process is a rare phenomena in the history of Pakistan. Apparently, the past two decades has seen non-dictatorship rule in Pakistan, but it is not the case. Because, the establishment played in the backend. Moreover, horse-trading, political parties alliance and judicial activism has created political uncertainty at the expense of implementation of policies in all the sectors, including education sector. It is evident that political parties hesitate to introduce long term policies due to fear of being ousted or non-elected in the upcoming elections. Politicians prioritise their self-interest over all others.

Daanish School System is a Punjab Government project since 2010. Under this project fourteen schools were established across Punjab. In these schools, students with a low income background were allowed to get admission with free education.I would like to recommend that Daanish school systems should be established in each district of Pakistan. Due to the financial crisis in Pakistan, one public school from each district should be handed over to the Danish School System. After the completion of this project, the number of schools should increase gradually.

To get maximum results, there should be a competitive exam for the appointment of the teachers in this project with the same perks and privileges as a CSP officer enjoys. Moreover, a well-organised and standard training of these teachers would leave no stone unturned in the way of grooming, self-actualisation and creativity of the young minds. A trained mentor will guide his pupils, polish their skills, create hope and creativity, motivate them and help to choose best compatible field of study. In this way, teaching would also be among the attractive services for the talented candidates, who see teaching as a last resort.

There should be an attractive reward package for the school teachers, if their student is among the first three position holders. Moreover, funds should also be released for the said school’s development, whether it is public or private. It would encourage all of the schools to perform for the development, reward and fame.

It is a well known fact that the elite aristocracy has been ruling over the country since the first day at the expense of the economy and  institutional development. Moreover, it is very hard to bar upon her. But, for the development of the country, somehow we have to pass an act that, “A person involved in the state affairs i.e. civil servants, judiciary, armed forces, legislature are banned to use any private service, but allowed to use only those private services, which the government doesn’t provide.” When a politician or civil servant will use Pakistan Post, PIA, Pakistan Railways and Public school, college and universities, the development of these sectors is assured. A legislature will make long-term policies, the executive will executive it enthusiastically and the judiciary will issue writs over negligence in this regard.

Education is pivotal, around which the destiny of the nation revolves. Despite a huge expenditure in the education sector, Pakistan’s education system is not improving. There are multiple reasons; (a) difference between religious and modern education; (b) variation in curriculum and multi-medium (c) poor infrastructure (d) lack of political will, energetic teaching staff and resources. But, non-seriousness of the rulers is above all. However, a project like Daanish school system is a ray of hope in the darkness of disappointment. It is the need of the time that each district should have a school like this, where the teachers will be recruited through competitive exams with the same perks as that of CSP cadre. Moreover, by force usage of public service by the aristocracy could be helpful for the development of all the public sectors including education. It is pertinent to mention here that citizens are more aware than ever before and participating in state affairs through political means. In the near future we shall see that democracy will work in its true spirit, where the people of Pakistan will make laws for the people of Pakistan and not just for the elite only.

What is Globalisation?

Globalisation is the connectivity among people, organizations, companies and government worldwide. Globalisation came into exist due to the trade between the states. In earlier times, trade was between people in a particular area, then it expanded between the cities and then between the states. Since 1st century, Silk Road is the first remarkable route used for across the continents trade. From China to Europe trade was along this route. Muslim traders expanded their business across the world. British strengthened her rule due to her supremacy in naval sciences. Moreover, British colonial rule used ships and trains to increase her trade. In contemporary world, BRI and B3W are two largest infrastructure project in the world to increase trade across the globe.

    However, it is pertinent to mention here that advantage are far more than disadvantages. Moreover, it is a natural phenomenon, which could not be reversed. That's why, it is not better to discuss the disadvantages, but the affecters should learn to live with this phenomenon and make some changes in their lifestyle, social pattern and social institution.

How to make Pakistan a prosperous state?

Here are some reforms to make Pakistan developed, prosperous and proud nation:

  • Local Government system

    • Fixed timeline for elections

    • Budgetary allocation under the NFC Award (National Finance Commission Award) or outside the NFC.
    • Policing, education and health should be under the jurisdiction of local government
    • Establishment of SEZs (Special Economic Zones) in local governments to create a competition between the councils.
    • Local governments should generate revenue by taxes, challan, tickets and through any other means which are not contrary to the law.
    • Young and capable office machinery
  • Provinces

    • Provinces in Pakistan should be divided as:

      • Karachi must be a province

      • Punjab must be divided into four regions or at least into two; South Punjab and North Punjab

      • Balochistan and KPK must also be divided which is acceptable to the locals and suitable for the smooth functioning of the administration.

    • New provinces are necessary for inter-provincial harmony

    • Job opportunities for the locals in the public sector.

    • Development at local level

    • Easy access to provincial government institutes

    • Construction of new schools, colleges, universities, hospitals, airports, road infrastructure, etc.

  • Population

    • Population growth rate in Pakistan is almost 2% per year. It is pertinent to mention here that the birth rate has declined from 3.5 births/female in 2018 to 3.3 births/female in 2022.

    • To counter over-population, some parameters are necessary:

      • Free education and health for two children

      • Empowered local government system to control population

      • Women empowerment through education

    • Unbalance of imports & exports results in current account deficit. In Pakistan, exports are lower than imports, which has devalued Pakistani currency at historical low level.
    • Energy crisis is a reason behind economic upheaval, which could be improved by the construction of dams, subsidised solar energy and sustainable electric supply to the industries.
    • Heavy duty tax over raw material used for the production of export items should be reduced to end. Moreover, tax on export-friendly industries must be minimum or zero.
    • Small and medium enterprises should be subsidised and the availability of loan for these enterprises is needed.
    • There is need of a liaison cell between industries and government for the smooth functioning/solution of the export import related issues on immediate basis. 
  
  • Tax System 
    • The jurisdiction of some important categories has been transferred to the provincial government due to vested interest of the politicians. And, provincial tax collection institutes are not well established and updated as of FBR (Federal Board of Revenue). Therefore, it is necessary to revert the jurisdiction back to the federal government to generate more revenue.
    • To collect tax revenue from tax evaders in respect of sales/property/income tax, and to increase the tax network, there should be more power to the FBR. No doubt, the Inland Revenue wing of FBR has been updated with online IRIS login system, but some reforms are still awaited for full functional online tax collection i.e., forced registration for sales tax, online communication with taxpayers on whatsapp or email.

    • Almost all the developed and some of the developing states have moved towards digital currency, because it is easy to track and trace transactions and to decrease corruption. 

  • Administration

    • As we are living in a global village, therefore, old civil service rules must be revised according to the expectations and needs of the people.

    • It has been observed that class-iv employees are involved in bribery, corruption and delay tactics. It is the result of political reference or illegal recruitment. Therefore class-iv recruitment requirements should have rules like:

      • Middle class

      • A candidate with highest marks will be selected first and then second and so on

    • Direct recruitment from top position holders of educational institutes

    • In clerical staff, only Lower Division Clerk (or Junior Clerk) posts should be recruited and then promoted according to the abilities of the candidate.

    • According to the current seniority system, if a candidate is selected for a post, he is automatically promoted to the upper level and there is no bar except disciplinary proceedings. It discourages the junior to work hard, because they are aware that there is a fixed time period for their promotion, and work is not a criteria for it. For promotion, there should be an exam every time for promotion, arranged by commission.

    • Single salary system all over the Pakistan

    • Revenue departments, especially in provinces, must be online on priority basis to end old patwari culture.

    • New public management policies for revolution in the public administration.

Belt and Road Initiative (BRI) in Pakistan (CPEC)

    Chinese President Xi Jinping announced the world’s biggest project BRI for the inter-regional connectivity and promotion of the economic development. Belt and Road Initiated (BRI) earlier known as One Belt One Road (OBOR) was started in 2013 with an aim to be completed in 2049. Till now, 147 countries are signatory of BRI. China aims to be a superpower with the help of this project. On the other hand, USA (United States of America) want to sabotage this project, as a threat to its economy and challenge to its position.
Two parts: Land area rout is called Economic Belt, whereas, sea rout is called Maritime Silk Road.
Three Continents: Asia, Africa and Europe will be connected via this project.
Three Key Areas: International trade, infrastructure development and financial investment.

China Pakistan Economic Corridor (CPEC): CPEC is a “Flagship Project” and “Buckle in the Belt” for the China due to its vital location. CPEC is shortest and safest trade route for China to reach Indian Ocean, Middle East, Gulf countries and international market, because China has conflict in South China See and Strait of Malacca. It will reduce the distance of China to reach Gulf countries from 16000Km to 5000Km and time duration from 45 days to 10 days only. Moreover, it will provide route to landlocked countries Kyrgyzstan, Tajikistan, Turkmenistan and Afghanistan.
    Under CPEC different projects like airports, special economic zones (SEZs), Expressways, Motorways, Highways, Railways, Bridges, Tunnels, Hospitals, Power Plants (Solar, Hydro, Wind and Coal), and Technical & Vocational institutes will be constructed in Pakistan. CPEC will improve Pakistan’s economy, provide jobs to the locals, supply of energy and trade route to international markets. Moreover, developments in Balochistan and North China Provinces will minimize or end the militancy and separatist elements in these regions. Pakistan and China will collaborate with each other in security related matters, which will eliminate Indian subversion (Kabhushan Jadev – An Indian spy captured from Baluchistan).  Pakistan-Iran pipeline will also be effective due to CPEC.
        It is pertinent to mention here that due to political turmoil, economic upheaval, militant elements, inter-provincial disharmony, Kashmir-conflict with India and international pressure by UK, USA and allies, CPEC is a challenging project for Pakistan. But, somehow, Pakistan is on the track. By the grace of Allah Almighty, the good days are not far away.

Floods in Pakistan 2022 | Causes & Suggestions

        
Infrastructure including buildings, hotels, bridges and roads under the way of flood water was swept away leaving millions of people homeless. At least two million of land was ruined and one million livestock was vanished, which is vulnerable to malnutrition, food scarcity, economic issues and disease spread.
The most flood affected province is Sindh, Balochistan at 2nd, KPK at 3rd and South Punjab at 4th. It covered 1/4th of the total area of Pakistan, whereas, superfloods of 2010 covered 1/5th area.
Climate Change is the reason behind this unprecedented floods in Pakistan, but bad governance couldn't be ignored, which mad it worse.
It was not like riverine floods in past, which could be predicted, but unprecedented heavy monsoon rains and glacial melting due to climate change. Usually monsoon enters Pakistan via KPK, Punjab, Sindh and then to Balochistan fulfilling the water needs, but this time it changed its course. This time monsoon changed its route and spell were five to six than normally one or two. 
        Residents along with Indus river banks were most vulnerable, because the drainage infrastructure failed badly.
Federal and Provincial governments, Pakistan Armed Forces, civil society, political and religious parties did their best to overcome this menace, but the scale of devastation demands more.
Besides Floods, climate change is behind torrential rains, forest fires, heatwaves, storms and droughts all over the world.
There are different views about these unusual rains and floods, either it is man-made or natural. 
According to optimistic view, these kind of floods comes seldom, and if came in future, we'll be well prepared. 
Pessimism says that in future these kind natural disasters will be regular and havoc. 

Concluding/Suggestions:
Starting preparations for precautionary measures is far important than to discuss the causes behind it, i.e. man-made or natural.
All kinds of buildings/infrastructure should be removed from the water flow path, according to the best scientific and calculated way.
        Solar energy should be subsidized and new constructions should use at least 50% solar power.
        Drainage infrastructure projects should be reconstructed with careful and calculated measurements keeping in mind its aftermaths.
        Dams and Reservoirs should be constructed.
Establishment of an institution, fully functional, devolved and having power to administrate over future infrastructure.
Local government is pivotal for the good governance and best for disaster management. Local government should be enabled with timely elections, budgetary allocation, administrative and policy making powers. Natural disasters like floods could be handled with more efficiency and effectively at grass root levels, because NDMA (National Disaster Management Authority) established since 2007 failed due to non devolution.

Earth has given birth to man and bestowed upon him everything he needed for his survival. But, in return, he never gave a little attention to her health. Moreover, her pleasant climate is endangered under the hands of greedy man. Due to severe consequences on his own health, now he is collaborating on how to decrease earth's temperature.

Global Warming is affecting everyone on this planet irrespective of his/her location, but we may say that some regions are more vulnerable than others. Global warming is the gradual increase in the atmospheric temperature of the world. Global Warming results in climate change. Since last decade it has increased to such an extent that it posed a real threat to humankind all over the world. Industrialization is blamed mostly for increasing carbon in the air giving rise to global warming.

A layer of ozone gas (O3) in the stratosphere allows only un-intoxicated solar rays to reach the Earth surface. Greenhouse gases (Carbon Dioxide, Nitrous Oxide, Methane, Chlorofluorocarbon, Water Vapour, etc.) damage the ozone layer and reduce the thickness of the ozone layer. Thinner ozone layer cannot absorb all ultraviolet solar rays, hence some of the ultraviolet rays pass to the earth surface which increase temperature as well as health issues. On the other hand, a thick layer of CO2 due to an excessive amount of carbon does not let these rays escape into space which increases earth temperature and this process is called Greenhouse Effect. Carbon Dioxide is emitted mostly from fossil fuels (oil, gas, coal, etc.). 1-5% ozone depletion from Volcanoes, 15-20% from natural resources and 75-85% from human activity. Forests are major sources of carbon consumption, but through deforestation this natural carbon sucking facility is being wasted by man.

Majority of scientists believe that it is a man-made phenomenon, whereas a minority of scientists think that it is a part of the life cycle of earth and we should not care about it. They argue that as in the initial phase, earth was very hot and gradually it cooled down after millions of years and in the same pattern it may have gotten warmer. But all these assumptions are baseless and tantamount to suicide. Hence, the precious lives could not be sacrificed for these baseless and ill-minded assumptions while it has been proved scientifically through the greenhouse effect.

Glacier melting speed has been increased, which will give rise to sea level resulting in floods and then migrations. Sea level is increasing 3mm/year. But according to current estimates, it is likely to cross 5ºC by the end of the century, which will increase sea level by 2m. As a result, Shanghai of China, Miami of USA and some parts of the Bangladesh will go under water.

States blame each other for not doing enough to counter global warming or violating treaties/agreements on global warming. Due to sea level increase, coastal land is merged which results in cross-border conflicts between states like Indo-Pakistan conflict and Sino-Indian war because of Himalayan glacier.

After the rise of sea level, floods occur casually and the people living in flood friendly areas have to migrate to safe places. People go to other places with different cultures, traditions and customs. This difference of culture generates diversity in the society, which has both faces; positive and negative. Sometimes, differences in cultures bring about cultural clashes.

Scientists argue that trapped micro-organisms in glaciers may create pandemics after glaciers melting. Till now, there is no linkage of Covid-19 with climate change, but there is probability of it in future. Moreover, it has been approved that global warming has severe consequences for human and all other living beings, which will become more serious with the increase of global temperature.

To counter it, the 1st step was taken as the establishment of IPCC (Intergovernmental Panel on Climate Change) in 1988 covering 100s of scientists all over the world to study its causes and to find strategies to mitigate it. IPCC has recently published its report about worsening climate conditions and said it is an existential threat for all living beings on the earth.

In 1992, UNFCCC (United Nations Framework Convention on Climate Change) was held, in which participants made an agreement to meet yearly and to make agreements and treaties to counter global warming.

In 1995, the 1st COP (Conference of Parties) was held in Berlin, Germany. Conference of Parties is held every year except in 2020 due to COVID-19. COP-27 was held in November, 2022 at Sharm-El-Sheikh, Egypt. In COP27, Loss and Damage Fund was created by nearly 200 countries to help the countries affected by climate change. But, who will pay for it? Developed countries? Never! It is another agreement as many like this have been brushed aside in the past.

The Kyoto Protocol-1997 and Paris Agreement-2015 were signed in Japan and Paris respectively as an agreement between governments to decrease greenhouse gases for climate control. Paris Climate Accord 2015 is most important because in this accord certain goals were set and states were agreed to limit atmospheric temperature to 1.5ºC above the pre-industrial temperature level.

Plants are the natural suckers of CO2; therefore, deforestation is prohibited worldwide and plantation campaigns are at peak all over the world. As forests suck Carbon Dioxide and emit Oxygen, that’s why they are called the lungs of the world. Due to the increase in temperature, wildfires have erupted in the forests. Therefore, it is necessary to decrease carbon emission first, before planting new forests. It could also be achieved by planting forests with a calculated way to avoid wildfire in future.

In the current report of IPCC, it is stated that the states are reluctant to comply with the treaties/agreements. Hence, it is highly unlikely that the world will achieve this goal. To achieve this goal, IPCC recommended that carbon emission must be stopped and bring it to zero by 2050. But sadly, it is evident after thirty years of continuous warnings from scientists, the world failed to achieve it. It is pertinent to mention here that most of the developed states are not serious in this alarming issue and some of the developed states have openly withdrawn themselves from these agreements. IPCC scientists have warned that it's “Now or Never” to limit warming, and if we don’t stop it now, the world has to face consequences.

There are some hurdles in achieving this goal. First of all, there is no technology to suck such a large amount of Carbon Dioxide from air. We can minimise it by shifting from fossil fuels to renewable energy, but it is very costly. Moreover, developed countries are less-enthusiastic to support under-developed countries financially and technologically.

The Sino-US conflict and Russia-Ukraine war is a major hindrance in collaborating with each other on this issue. China gave a clear signal by saying that; “China’s commitment on Climate Change is linked with the overall China-US relations”. In simple words, if the US impose sanctions on China, in return China will not abide by the treaties/agreements on Climate Change. The USA, one of the biggest CO2 emitters, has withdrawn from Paris Agreement. Moreover, China and Russia are not enthusiastic to abide by the agreement.

Most of the states, including Pakistan are moving towards Coal Energy, which is a major source of carbon emission. Pakistan is importing coal from Afghanistan, because it is cheaper than petrol. Acknowledging the hazardous consequences of the usage of fossil-fuels, using coal as a energy source is tantamount to suicide. Developed countries are the first, who introduced this dangerous tradition and the developing countries are following suit.

No doubt, renewable energy is expensive and it would require a long time to shift from fossil fuel to renewable, but it is the only option we are left with. Public transport should be free within the city to discourage private bikes/cars. An updated, fast and smooth railway network will also benefit in this regard. Moreover, use of cycles can also add a great contribution.

Public awareness about climate change and its far reaching consequences is the need of the day. In this regard, the media has to play a positive role to urge people to think about this phenomenon. Social media is a very effective source to spread this alarming issue. Therefore, national and international media should be engaged to put public pressure on their rulers, who are reluctant to comply with the international treaties and agreements on climate change.

Global warming is a scientifically proven phenomena, largely man-made, and the industrial revolution is a major factor behind it. The life on earth is facing consequences of gradual increase in temperature. Many summits have taken place at international level to decrease the global temperature. But, it has been observed that developed states are not as serious as this issue demands. Conflicts like Ukraine war are in the hands of men, but if global warming is not heeded now, it would not be in the hands of men to counter it in the near future. It is impossible, until the people of the states take stand in case of non-compliance against their governments. The thing to remember is that, there are billions of galaxies in the cosmos, and billions of planets in our galaxy, but there is only one Earth. Let’s take care of it.
